Insurance Ballot

Thank you to those who attended the emergency town hall meeting regarding the ballot and insurance assessment. A recording of the meeting is now available for viewing in the resident portal on CiraNet.

As discussed, the cost of insurance has increased at unprecedented levels across California. At this time, the most important action homeowners can take is to remain informed and submit their ballot. PLEASE VOTE! Recently, The Inspectors of Election (TIE) sent replacement ballots to homeowners who did not yet vote. Ballots must be returned in person to 2794 Loker Ave West, Ste 104 Carlsbad, CA 92010 by Wednesday, February 11th to be counted.

The ballot count is February 11th at 5:00pm via Zoom prior to the scheduled board meeting. The envelopes will be opened in real time and tabulated by the Inspectors of Election.

If there is a majority of YES votes based upon the number of envelopes opened, each property will be invoiced for a $2,000 assessment in April 2026. A one-time payment or a six-month installment plan will be available to every address.

If the majority of votes is NO, then a less than full coverage insurance plan will need to be purchased to save money. HOWEVER, the community will still need additional funds to pay for the premium. In July 2025, a ballpark estimate for coverage of only $15M was $375,000. This is a fraction of the coverage required to rebuild the community if a catastrophic event were to occur. The consequences of reduced insurance coverage include: difficulty in refinancing for existing homeowners; difficulty in selling due to mortgage companies denying loans; inability for the HOA to pay for structural damages in the event of a disaster; and homeowners becoming financially responsible for rebuilding the structure if a disaster happens.

The HOA board chose to fully insure the community for one year due to homeowner concerns from having minimal insurance coverage. However, maximum coverage is not sustainable without the financial contributions of each homeowner. This is an ongoing problem in California that we will continue to face for the coming years.

Tree Trimming Still in Progress

Please note that tree trimming will continue throughout this week. Residents are asked to pay close attention to posted signage and cones and to keep vehicles and pedestrians clear of active work areas.

To reiterate, Park West Tree Care will be trimming all trees on the Magnolia side of the property as the first phase of our annual tree maintenance. Once trimming is complete, the scheduled tree removals will begin.

Firepit Status

The community fire pit is now operational and available for use. The access code is 0583*. Please use this amenity responsibly. An adult aged 18 years or older must be present at all times while the fire pit is in use.  Once ignited, the timer will run for 30 minutes.  After that it will automatically shut off and the code will need to be reentered for continued use.

Please note that several custom safety components are still pending installation, including an emergency shut-off switch and a secured iron mesh dome. This repair has been a labor intensive process, undertaken carefully to prioritize both user safety and the overall safety of the community.

To ensure continued safe use, do not place any items in the fire pit, including plants, rocks, or other materials. Children should not play with the rocks within or around the fire pit. This amenity is intended for ambiance only; cooking or roasting items (including marshmallows) is not permitted.

Parking Enforcement & 2026 Updates

Parking enforcement remains active throughout 2026. Parking accounts have reset for the new year, and violations have been reset to zero. Please note that any outstanding parking fines have been carried over to homeowner accounts and must be resolved through CiraNet.

2026 Parking Reminders:

·       No physical parking stickers will be issued; all permits are license-plate based.

·       Permitted vehicles must move at least once every 72 hours. Permits do not allow long-term vehicle storage.

·       For special circumstances, such as extended vacations, please contact LaurelMa@ciramail.com.

·       Tenants should contact their landlord directly for parking assistance.
