Happy September, neighbors!
As summer winds down and a new school year begins, we want to wish all of our Laurel & Magnolia students a wonderful year ahead. We hope the school year brings new friendships, exciting opportunities, and plenty of success.
As we head into fall, let's continue to look out for one another, slow down while driving through the community and do our part to keep Laurel & Magnolia a welcoming and safe place to call home.
September Annual Board Meeting
CC&R Amendment and Election Ballot Counting
The Inspectors of Election will open and tabulate the ballots submitted for the proposed CC&R amendment during the September Annual Board Meeting. The election ballots will also be opened and tabulated at that time.
As a reminder, the Board issued a ballot seeking homeowner approval to reduce the approval threshold required to amend the Association's governing documents. Under the current CC&Rs, amendments require a very high level of homeowner participation and approval, which can make it difficult for the community to adopt changes even when there is broad support. Please note that changes to the CC&Rs still require homeowner approval; it simply lowers the threshold from 67% to 51%.
Homeowners are encouraged to attend the Annual Board Meeting to stay informed about the results, current community projects, upcoming priorities, and other important Association updates. There will also be an opportunity for homeowners to ask questions during the open forum portion which is held at the very end of the meeting.

Insurance
We are pleased to share some positive news regarding our community’s insurance costs. Insurance rates have decreased, which is encouraging given that premiums in California remain significantly higher than they were a few years ago.
As we prepare for our upcoming policy renewal, current projections indicate that the community will continue to have an insurance assessment in 2027; however, it is expected to be significantly lower than the last couple of years.
It is also important to understand that our community will continue to be classified as being within a designated fire risk area. This is a factor that will continue to impact our insurance availability and premiums, even as overall rates improve.
The final assessment amount is still being calculated as we continue working through the renewal process. Once the numbers are finalized, we will provide homeowners with additional details and information.
Thank you for your patience and understanding as we continue working to secure the best possible coverage and rates for our community.
Resident Parking Permits
Please keep an eye out for an email regarding the 2027 resident parking permit renewal process.
Beginning in October, residents will receive instructions via email on how to apply for their 2027 resident parking permit. Required documentation will include:
Completed parking permit application
Copy of driver's license
Current vehicle registration
Current proof of insurance
Copy of lease, if applicable
Most residents requesting a resident permit will also be contacted to schedule a garage inspection.
Residents are encouraged to review the current parking rules, qualifications, and requirements by visiting the community website and selecting the Parking tab.
2027 Permit Fee: $240
Once approved, the 2027 permit fee will be charged directly to the homeowner's account in January 2027.
Please remember that resident parking permits are non-transferable and non-refundable.
Outdoor Lighting Upgrade
We are currently waiting for the remaining shipment of light fixtures needed to complete the community wide lighting upgrade. We are hopeful that the remaining fixtures will arrive within the next few months.
Laurel Homes - Important Reminder
Laurel buildings do not have photocell sensors. Instead, the new fixtures will use dusk-to-dawn LED bulbs.
Please remember:
Keep your exterior light switch in the ON position at all times. The new bulbs are designed to turn on automatically at dusk and off at dawn. They will only operate properly if the switch remains on.
The new LED bulbs are highly energy efficient and should have little to no noticeable impact on your electricity usage.

Monthly Homeowner Care Spotlight
Maintain Your Air Conditioner and A/C Drain Line
With air conditioners running frequently during the warmer months, September is a great time to check your A/C system and condensate drain line.
If you notice water dripping from your secondary drain line—typically located next to the hose bib in Laurel or above the garage in Magnolia, this may be a warning sign that your primary condensate drain line is clogged or that your A/C system requires maintenance.
The secondary drain is designed to alert homeowners to a potential problem before water damage occurs.
Please remember that air-conditioning units and condensate drain lines are the homeowner's responsibility to maintain. Ignoring water coming from the secondary drain may result in interior water damage, flooding, and costly repairs.
If you observe water coming from the secondary drain line, we strongly encourage you to contact a licensed HVAC professional promptly to inspect and service your system.
A few minutes of preventative maintenance now can help prevent a much bigger problem later.
Community Fire Pit
Please enjoy the community fire pit responsibly and review the usage instructions posted at the fire pit.

Usage Guidelines
An adult age 18 or older must be present at all times while the fire pit is in use.
The fire pit operates on a 30-minute timer and will automatically shut off.
Never leave the fire pit unattended while it is operating.
Re-enter the access code for additional use.
The protective mesh dome becomes extremely hot during operation. Please use caution and keep children a safe distance away.
*An important note*
The firepit emergency shut-off button can be used to turn off the flame before the 30 minute timer ends if necessary. After this a RESET is required for the next user to ignite the fire. To RESET: Push the emergency shut off button and turn 90 degrees to the right. Video instructions can be found on the landing page at www.LaurelMagnoliahoa.com.

Community Reminders
Thank you for helping us keep Laurel & Magnolia safe, clean, and well maintained. Please remember the following community guidelines to avoid receiving a violation or fine:
Pets
Dogs must remain leashed at all times, and pet waste must be picked up immediately.
Garage Doors
Please keep garage doors closed whenever they are not actively in use. This helps improve community safety, security, and appearance.
Temporary Signage
Signs for lost pets, yard sales, or other temporary purposes should be removed promptly once they have served their purpose.
Common Areas
Common areas may not be used for personal storage or for the disposal of unwanted items.
Parking
Fire lanes, driveways, and garage aprons must remain clear at all times, except during active loading or unloading.
Car Washing
Washing vehicles within the community is prohibited due to water conservation requirements and applicable stormwater regulations, including San Marcos Municipal Code Chapter 14.15, Section 14.15.050 — Reduction of Pollutants in Storm Water.
